Chart of Accounts Manual

Account answers the questions, “What type of activity generated this income?” and “What did we incur expenditures for?” and “Is this an asset or liability?”

  • Classifies the nature of the transaction
  • Required on all transactions
  • 6 numeric characters (smart numbering)

Account is used to specify the balance sheet, expenditure, revenue, or statistical account on financial transactions. The account table stores an account type identifier that indicates whether the account is an asset, liability, equity (fund balance), expense, revenue, or statistical type account.

Account Value structure

Account Type (first digit)

First-digit smart-coding has been used in assigning account values because account values do not change as frequently as other ChartField values, and because there are clear divisions between account types. The first digit indicates the type of account. Assets begin with “1,” liabilities begin with “2,” etc. Below is the list of account types:

Balance Sheet Group (first and second digits)

In addition, the first and second digits on balance sheet accounts combine to indicate a balance sheet group. The group represents a separate line as presented in the University’s external financial statements. For example: cash and cash equivalents are group “10,” receivables are “11,” payables are “20,” etc.

Current vs. Noncurrent (third digit)

The third digit on balance sheet accounts indicates current vs. noncurrent (third digit) classification. A “0” represents current values. Noncurrent values are represented by an “8.” Only Accounting Services reclassifies amounts between current and noncurrent.

The remaining three digits are assigned to create a unique value within the balance sheet group.

Revenue accounts and expense accounts are grouped logically to support both central and distributed reporting needs.

Budget Only versus Actuals

Account values are separated into budget-only values and actuals. Only budget information can be recorded in budget-only accounts, and only actuals can be recorded in actuals accounts; they cannot be used interchangeably. Budget-only accounts represent a summary of actual account values.

  • Budget-only values are used at a higher level to develop and monitor budgets.
  • Actual transactions are recorded at the detail level.

Budget-only accounts fall into two categories: budget development and final budget.

  • Budget development accounts are intended for use in the preliminary development of the budget, which is done at a higher level and by more summarized groups, such as Resource Responsibility Managers, etc., than the final detail budgeting.
  • The final budget accounts are used in the final budgeting process at the department level.

Budget-only accounts have been established for all revenue, expense, fund transfer, and capital asset values. Account values are organized hierarchically using a tree:

Some of the final budget-only accounts have a one-to-one relationship with actuals accounts, some have a one-to-many relationship.

Account Trees

Account trees are used to connect actual ledger entries to budgets, validate chartstrings, calculate carryforward balances, and facilitate reporting. Account trees include:

  • CONTROL_BD_ACCTS – connects revenue and expense actual Accounts to budget only Accounts used for commitment control.
  • UM_ACCOUNT_CYFWD – identifies Account groupings for the purpose of calculating carryforward balances.
  • UM_ACCOUNT_FINSTMT – rolls up Accounts for preparation of the University’s financial statements.
  • UM_ACCOUNT_REPTG – rolls up Accounts for reporting and budgets.
  • UM_CYFWD_ACCOUNTS – replaced for current calculations by UM_ACCOUNT_CYFWD tree.

168010 Buildings Contact CPPM to setup a capital project prior to recording costs to this account. This account is for the purchase or construction costs of buildings and additions, including architect fees, legal fees, construction management fees, etc. The capitalization threshold is $50,000 or greater and the useful life is normally 10 to 40 years.

168250 Equipment Equipment purchased at a cost that exceeds the University capitalization threshold. This includes improvements which extend the useful life of the equipment. The capitalization level effective 7/1/2013 (starting FY2014) is $5,000 or greater. Prior to 7/1/2013 (FY2013 and prior) it was $2,500 or greater. The useful life must be at least one year.
168310 Infrastructure Assets that are normally stationary in nature with a useful life significantly greater than most capital assets. Examples include roads, bridges, tunnel, drainage systems, water and sewer systems, dams and lighting sytems. Buildings, except those that are an ancillary part of a network of infrastrucutre assets, should not be considered infrastrucuture assets. The capitalization level is $50,000 or greater. The useful life is normally 10 to 40 years.
168410 Library & Reference Books Cataloged volumes, government publications, periodicals, maps and microforms. Items must have a useful life of at least one year. For use by University Libraries only.
168510 Capitalized Software Computer software developed or purchased for internal use at a cost that exceeds the University capitalization threshold. The capitalization threshold for computer software is $500,000. The dollar threshold is applied at the component or module level since one computer software project may result in several working modules, each of which may function without the other. The estimated useful life must exceed one year. Contact Accounting Services before using this account.
168511 Other Intangible Assets-Deprec Assets that lack physical characteristics, are non-financial in nature, have a useful life of greater than one year and are depreciable. Examples include copyrights, patents, trademarks and other rights. Contact Accounting Services before using this account.
168512 Other Intangible Asset-Nondepr Assets that lack physical characteristics, are non-financial in nature and have an indefinite useful life. Examples include permanent easements related to land use and rights.
168610 Land Purchase and improvements of land. Land is not depreciated because it generally does not have a limited life.
168710 Museums & Collections Rare books, archives and manuscripts; works of art; historical treasures; museum, specimen and other collections, acquired by purchase or by donation. Items must have a useful life of at least one year. These items are not depreciated.
168810 Construction in Progress Costs incurred to date for projects (buildings, leasehold improvements, infrastructure, equipment) not yet completed and placed in service. Costs are accumulated in this account pending transfer and capitalization in accordance with University policy.
168931 Accum. Depr.-Infrastructure Life to date depreciation recorded for Infrastructure. Depreciation is the process of allocating asset cost to the period benefited by the asset over the useful life of the asset. The normal useful life for infrastructure is 10 to 40 years. See account 760106 for associated depreciation expense.
195000       195001 Deferred Outflow - Pensions Represents consumption of resources related to pension plans that is applicable to future reporting periods that is reported in a separate section after assets.
195002 Deferred Outflow - Debt Loss Deferred outflow of resources related to the loss calculated on a current refunding or advance refunding of long-term debt that resulted in a defeasance. This amount is amortized as a component of interest expense over the remaining life of the old debt, or the new debt, whichever is shorter. For Accounting Services use only.

402104 Collegiate & Technology Fees Fees charged under the Regents Policy on Tuition and Fees as a Campus/Collegiate Fee or Durable Goods Fee. Only one campus or collegiate fee is allowed per campus or college. A durable goods fee may be charged separate from and in addition to a campus/collegiate fee. Fees are based on credit registration, charged on the student account, and collected by the Office of Student Finance or a coordinate campus office that handles student receivables.
402105 Fees in Lieu of Tuition Fees charged in lieu of standard tuition billing for credit instruction. Includes College in the Schools (CIS), credit exam fees, credit-earning seminars, etc., when credit is earned but standard tuition billing is impracticable. 402106 Confirmatn/Orientatn/Nonenroll Fees charged to students upon acceptance in an academic program to confirm the student's intent to enroll or as an orientation fee. If fee is non-refundable and will not be applied to tuition, revenue is recorded when fee is received. If fee will be applied to tuition when student begins their course of study, the fee is recorded as unearned income (Account 220100 Unearned Income-Gen, Current). If the student matriculates, the income is then applied to the student's account as tuition revenue. If the fee is refundable, it will remain as unearned income until it is no longer eligible to be refunded. If the fee will be applied to tuition, the department records the fee income in this Account only when the fee is forfeited by the student.
